A driver has been arrested in Stevenage on suspicion of theft of a motor vehicle, drink driving and having no insurance.
The 25-year-old man was arrested by police on Fairlands Way, at the junction with Grace Way, shortly before midday on Saturday.
An eyewitness told the Comet: "I saw the driver sitting in his car, which was stationary on the roundabout. I assumed he had broken down and was waiting to be recovered, but when I drove back that way 20 minutes later there were three or four police cars and he was handcuffed at the side of the road."
The vehicle has been recovered.
